Japanese Economic Field: China has made achievements in the economic structural adjustment.

According to China Network on Sep. 30th (Journalist Wu Qiongjing), on G20 Hangzhou Summit recently, the role of structural reform was upgraded to an unprecedented degree. Its importance had been incorporated into the summit communiqué; meanwhile, it had achieved great progress in promoting the implementation of structural reform. The concerns and discussions on structural reform have continued in the discussion of economic branch forum of 12th session of Beijing-Tokyo Forum. On Sep. 27th, guests coming from NDRC, Japanese Financial Ministry, central banks of China and Japan and enterprise industry launched the effective discussion on “new pattern of structural reform and Sino-Japan cooperation”. Present personages from economic field of Japan highly confirmed the progress achieve by China in promoting the structural reform.

Niroshi Nakaso, Vice President of Bank of Japan, gave a speech and expressed that it would be inevitable for China to launch the structural reform, in order to avoid from being trapped into the middle income trap and China had been aware of this problem and made active efforts. Prof. Masahiro Kawai, working with Public Policy School, University of Tokyo, also believed that China’s economy had been transferring from the investment orientation to consumption orientation, based on the data between this January and July. Meanwhile, the growth of tertiary industry in the supply side had exceeded the growth of the manufacturing industry, making it very smooth for rebalancing.

Director of NRI China Research Center Songye Feng told journalists of China Network that China’s economic structural adjustment had been launched smoothly and achieved prominent progress. Meanwhile, the industrial structure upgrading had started. China had been transforming from the export orientation to consumption and domestic demand orientation. Although the process was not perfect enough with some problems, China was definitely making concrete progress.

“Today, China is launching the new industrial reform, along with a lot of new market opportunities”, said Shoei Utsuda, consultant with MITSUI & Co. In the future, it was inevitable for both countries to cooperate with each other to achieve more progress in economic development, which was in need of the opinion exchange between both parties. Former Financial Minister of Japan Tatsuo Yamasaki suggested that China could start from the structural reform commonly faced by both countries, including medical issues, environmental issues and energy issues, to further improve various mechanisms.

It is unavoidable that the economic and trade cooperation between China and Japan is complex and mixed at present. In the late September, Japanese economic field dispatched a group over 200 members to visit China, showing its great stress on China’s market. Meanwhile, data have shown that the trade volume between China and Japan in 2015 has decreased by 11.8%, compared to that of previous year. The decreasing tendency of Japanese investment in China has continued. In the branch forum, Jiang Ruiping, Vice President of China Foreign Affairs University, expressed his deep concern of it. “The economic and trade relation between China and Japan has shown the weakening tendency, along with the decreasing interdependence”. Jiang Ruiping indicated that it had shown the tendency of “weakening economic and trade relation and worsening political relation”.

Jiang Ruiping also proposed four suggestions to the Japanese party. Firstly, Japan shall cope well with the relationship between “political purpose” and “economic interests”. Some individual Japanese politicians shall not influence the public well-beings of both countries to seek their own interests. Secondly, Japan shall cope well with the relationship between governmental guidance and enterprise participation; try to adopt promotion policies from the perspectives of enterprises in both countries, in order to solve the relation between limited field and cooperation expansion. Meanwhile, Japan shall deal well with the relation between bilateral relation and regional cooperation. As the largest and second largest economies in Asia, China and Japan are shouldering the heavy mission to promote the regional stability and prosperity and regional cooperation. Meanwhile, Japan shall also cope with the relationship between internal factors and external factors, without being interfered externally.

“Sino-Japan relation is in a new time window”, said Zhang Yansheng, General Secretary of NDRC Academic Association, that along with China’s proposition of structural adjustment and supply-side reform, the public would further pursue the products of high quality, which would create a great opportunity for the cooperation between China and Japan in the enterprise field.

General Manger of DIR Co. Okano Susumu told the journalists of China Network that it was generally to the satisfaction to all for Chinese and Japanese enterprises to cooperate in the third party, which was also in need of the mutual governments to construct more platforms, in order to promote the information communication between enterprises in both countries and seek more opportunities of cooperation. The integration of technologies of Japanese enterprises and the operation experience of Chinese enterprises would commonly expand the third-party market. In particular, in such an information society today, the application of IT would lead to the twofold results with half the effort.

Standing Committee Member of the CPPCC and former Chairman of Sinopec Fu Chengyu gave a speech and indicted that the key to solve the problems faced by various countries in the world during the globalization progress shall be that the bonus brought by the globalization progress was not equally shared by all levels of all countries. Fu Chengyu suggested that all of countries follow the vision proposed in G20 Hangzhou Summit as “realizing the inclusive growth”, to formulate the principal policies.

At the forum, Vice President of CSER and President of China (Shenzhen) CDI Fan Gang gave a speech and indicated that the major growth driving force of globalization was located at the East Asia; the entire Asia acted as the driving force for the world growth. Therefore, we shall work harder to seek opportunities in the growth points, in order to expand the bilateral interests and multi-lateral interests, and construct the closer cooperation mechanism of economic and trade relations.
